'Melt Down' by Tom Greene

When the Foundation of Ocean Research discovers that the level of the world’s oceans is rising, Mark, Elizabeth and C.W. set off in the Cetacean to determine the cause. They soon learn that the insane scientist Mr. Schubert has returned, and is using a series of microwave emitters to melt the Earth’s polar ice caps. From his undersea base, Schubert broadcasts his demands: unless the government turns Mark over to him for experimentation, the planet’s landmasses will be flooded in a matter of days…
