Harrison is contacted by his old flame, Doctor Katya Rhodan, an eminent nuclear scientist currently attending the U.S.-Russian disarmament talks in San Francisco. Elsewhere, a squad of alien soldiers infiltrates the Santa Clarita Nuclear Plant and manages to steal three plutonium control rods. Harrison meets with Katya, and the two lovers immediately pick up where they left off several years ago; then the beautiful scientist drops her ‘bombshell’: she wants to defect to the US. Both However, neither of them are aware that they are under surveillance by the authorities – Harrison by Colonel Ironhorse, and Katya by KGB agent Major Valery Kedrov. Meanwhile, having used the radioactive material to construct a powerful nuclear device, the aliens plan to detonate the bomb over the San Andreas Fault; by creating suspicion amongst the human “tribes”, the invaders will trigger a nuclear war that will wipe out the whole of mankind…
