Moonbase loses contact with S.H.A.D.O. headquarters during a complete radio and video blackout, leading Foster to suspect that the fault lies with the nearby Dalotek installation. He visits the team of civilian surveyors and, against their wishes, orders the immediate shut-down of their geo-scanner. But then a second blackout causes a lunar module to crash on the surface, killing the two astronauts on board. It seems that the Dalotek personnel are innocent - but who is to blame..?
