'Manhunt' by Terence Dudley

Greg left Whitecross in the balloon with Jack and Agnes six months ago. Jack has now returned, and is rescued from wild dogs by Seth; he brings with him two letters from Greg and Agnes, who are now returning via several other communities as part of their quest for a unified federation. Fearing that Greg may be in danger, Charles and Jenny set off to find him; they soon come across a community at Wellingham run by a man named Clifford, but are suspicious of his regime…
