The Doctor

The TARDIS lands on Pluto in the far future. The planet now has six suns, a breathable atmosphere and a large industrial community. The Doctor and Leela prevent one of the human colonists, Cordo, from committing suicide, due to his inability to pay the exorbitant taxes levied at him and his fellows by the Company, the controlling influence on the planet. The Company pays the factory workers a pittance, and charges taxes on almost everything. When Cordo takes the Doctor and Leela to meet an underground band of rebels, their leader, Mandrel, suspects the Time Lord of being a spy, and sets him the task of defrauding a bank in order to prove his loyalty. The plan goes wrong, and the Company's human representative, Gatherer Hade, captures the Doctor. He is released, but Hade maintains surveillance on him in order to track the rebels. The Doctor discovers that the head of the Company's operations on Pluto, the Collector, is in reality an Usurian, a race of aliens that enslaves planets using economic means. The Company is using PCM, a calming gas, to keep the citizens in order. The Doctor and the rebels take over the RCM production plant, and stop the gas supply. As the workers revolt, Hade is thrown to his death from the top of a tall building. The Doctor accesses the Company computer and reprograms it to apply a two per cent growth tax. The Collector is unable to cope with the loss of his profits, and reverts to his natural form of poisonous fungus, and is trapped in a bottle by the Doctor.
