The U.S.S. Enterprise discovers the Federation starship U.S.S. Exeter in orbit around the planet Omega IV. However, when sensors detect no signs of life aboard the vessel, Captain Kirk takes a boarding party and beams across to the ship to investigate, only to find the vessel deserted. Unfortunately, Kirk and the other members of the party have contracted a virus, which may have been responsible for the death of the Exeter. After scans of Omega IV's biosphere show that it contains an element that would give immunity to the infection, Kirk decides to take the landing party down to the surface. Here Kirk meets Captain Tracey, the commander of the Exeter; Tracey reveals that a natural element of the planet cured his crew of the virus, and should have already cured Kirk and the others. But Kirk is disturbed to learn that Tracey has been violating the Prime Directive of non-interference by involving himself in the politics of the natives, using his phaser to protect the Kohm villagers against the Yangs, warlike barbarian raiders. When Tracey demands that Kirk give him more phasers, Kirk immediately refuses, but the captain of Exeter becomes furious, and attempts to force Kirk into helping him resolve natives' power-struggle...
