The <I>U.S.S. Enterprise</I> arrives at the planet Ardana to acquire Zienite, a rare mineral needed to stop a plague ravaging the vegetation on the world of Merak II. But when Captain Kirk and a landing party beam down to obtain the ore they soon learn that the miner class, known as Troglytes, are rebelling against the rulers of the planet, who live high up in the atmosphere, in the cloud-city of Stratos. Meanwhile, High Advisor Plasus and his fellow Stratos-dwellers believe that the Troglytes are naturally inferior beings, and therefore do not deserve the luxurious life-style enjoyed by the cloud-city's inhabitants. While Plasus' daughter Droxine becomes fascinated with Lieutenant Commander Spock, Kirk learns that one of the servants, Vanna, is actually the leader of the Troglytes; she attempts to take him hostage, but is captured and tortured by Plasus' guards. Doctor McCoy discovers that the Troglytes are being affected by a gas emitted by unprocessed Zienite, which temporarily diminishes mental ability and heightens emotions. Kirk decides to take matters into his own hands; he traps both Vanna and Plasus inside a mine and then waits for the gas to take effect...
