Starfleet Command assigns Captain Kirk and the Enterprise crew with the task of going back in time to learn how Earth managed to survive the latter half of the Twentieth Century without destroying itself. By using the 'slingshot' method that Lieutenant Commander Spock utilised during the crew's previous encounter with the personnel of Omaha Air Base, the Enterprise arrives in orbit around Earth in the late 1960s. However, a space traveller known as Gary Seven is inadvertently beamed aboard the ship, along with Isis, his mysterious black cat. Seven tells Kirk that he is a human from the Twentieth Century, and has been raised and trained by an alien race; these beings have assigned him the important mission of preventing mankind from destroying the world. Kirk is sceptical, but before he can determine whether or not Seven is telling the truth, the agent escapes and beams down to the surface. Concerned at the possibility of Seven's meddling, Kirk and Spock pursue him. Meanwhile, Seven attempts to contact two of his fellow agents, but learns that they have died in a recent car accident; he encounters a young woman named Roberta Lincoln, and decides to elicit her somewhat reluctant help in his mission: an orbital bomb is about to be launched by the United States, and Seven must ensure that the rocket explodes somewhere over Asia, thereby frightening the governments into halting the launch of any further bombs into space. But when the rocket goes out of control, Kirk and Spock's well-meaning interference jeopardises Seven's operation...
