Enterprise</I> in retaliation for the destruction of an unarmed Cardassian space station by a Federation starship. Captain Picard becomes concerned that the a Starfleet captain could be in contravention of the Federation / Cardassian peace treaty; he offers to assist the Cardassian captain, Gul Macet, in the search for the renegade Federation vessel, but his decision is met with some objection by various members of the crew, who are still mistrustful of their former enemies. Picard learns from Starfleet that the rogue vessel is the <I>U.S.S. Phoenix</I>, commanded by Captain Benjamin Maxwell; he turns to Chief O'Brien for an insight into the man, as the engineer once served under him. O Brian tells Picard that Maxwell s family was killed by the Cardassian militia before the truce was formed; however, the Chief is unable to believe that Maxwell is seeking vengeance, and is certain that he must have a good reason for the attack. The <I>Enterprise</I> soon locates the <I>Phoenix</I>, but Picard refuses to reveal its location to Gul Macet; however, when it is determined that the vessel is now pursuing another Cardassian supply ship, and fails to acknowledge any hails, the captain has no choice but to make the rogue ship s coordinates available to the Cardassians. A Cardassian warship pursues the <I>Phoenix</I>, only to be destroyed along with the cargo ship.
