Enterprise</I> is examining solar magnetic changes in the Delos system when it receives a distress signal from a disabled freighter. After Captain Picard arranges for four of the passengers to beam board with their cargo, he learns that two of them are from the technically-advanced planet of Ornara, while the others are from its neighbouring planet, Brekka. On arrival, both parties immediately begin arguing over the cargo, the cure for a plague that has ravaged Ornara for the last two centuries; this medicine is manufactured exclusively on Brekka, and is usually supplied to the Ornarans in exchange for food and other basic necessities. However, the Brekkians claim that the Ornarans did not pay for this particular delivery, and they wish to return with it to their homeworld.
