While en route, Picard urges Lieutenant Worf to challenge the Council and restore his family's honour, following his discommendation due to the traitorous actions of Duras, the Romulan collaborator. The <I>Enterprise</I> soon gains an escort, the Klingon vessel <I>Bortas</I>; aboard the ship is Gowron, who informs Picard that, although Worf killed Duras, the traitor s two sisters, Lursa and B'Etor, are now plotting civil war, and are raising a rebel faction. Worf asks Gowron to restore his family name, but Gowron refuses on the grounds that it would create further dissension among the Council members. When the ships arrive at the Klingon homeworld, Worf requests a leave of absence and then visits the <I>Hectar</I>, the Klingon ship captained by his brother Kurn; here he learns that Kurn has created his own alliance to oppose both Gowron and the Duras family. As the elder brother, Worf convinces Kurn to remain loyal to the Klingon leadership, and then enlists his aid in a plan to back Gowron in exchange for the restoration of their family s honour. When Picard and Gowron appear before the High Council in preparation of the ceremony, they are interrupted by the arrival of Lursa and B'Etor, who announce that Duras' illegitimate son, Toral, will challenge Gowron for leadership. The majority of the Council votes in favour of the challenge, and Picard is appointed neutral arbiter.
