Meanwhile, the <I>U.S.S. Enterprise</I> escorts Klingon Ambassador Kell to the Kriosian system, where a Klingon colony is fighting for independence. Here the governor of Krios, Vagh, accuses the Federation of secretly aiding the rebels, proving his argument by showing Captain Picard several Federation issue weapons recently seized from the rebels. LaForge returns to the <I>Enterprise</I>, but false memories of his relaxing stay on Risa ensure that he is unaware of the Romulan brainwashing that has left him completely under their control. Meanwhile Lieutenant Commander Data attempts to locate the source of a series of intermittent E-band emissions commonly associated with Romulan transmissions. After the android works with LaForge to analyse the rebel weapons, they discover that the guns were actually manufactured by the Romulans; they inform the captain, who surmises that the Romulans must be plotting to disrupt the treaty between the Federation and the Klingon Empire. But when Picard attempts to contact Vagh with this information, the governor announces that his people have intercepted a shipment of weapons headed for Krios - which originated from the <I>Enterprise</I>.
