Enterprise</I> arrives at Starbase 173, where Lieutenant Commander Data is ordered to comply with Captain Bruce Maddox; the officer plans to disassemble the android for study so that Starfleet can construct more such automatons. However, on learning that Maddox may not be able to reassemble him, Data refuses to submit to the procedure, and when Captain Picard's attempts to intervene on his behalf fail, Data is forced to resign from Starfleet. However, Maddox disputes the android's right to resign, arguing that Data is not a person, but the property of the Federation. When Phillipa Louvois, the Judge Advocate General and an old acquaintance of Picard, rules that Maddox's argument is supported by a Twenty-First Century precedent, Picard announces that he will defend his officer at a hearing. But because the new station has insufficient staff, Louvois has no choice but to appoint Commander Riker, as the next most senior officer, the prosecutor - and if he fails to carry out his duties sufficiently, then Louvois will have to rule in favour of Maddox.
