Enterprise</I> arrives at Angosia, a world seeking membership in the United Federation of Planets after having emerged victorious in a long-running war. When a violent prisoner named Roga Danar escapes from Lunar V, Angosia's penal colony, the <I>Enterprise</I> crew assists in his recapture, and the man is detained aboard the ship while the prison is repaired. However, Counselor Troi soon senses that Danar is suffering from terrifying nightmares, and becomes convinced that he is inherently non-violent; research into Danar's records reveals that he is a military prisoner who served Angosia honourably during the recent war. Danar tells Troi that when he volunteered for service, his government conducted intense psychological and biochemical modifications on him and his fellow soldiers, programming them to respond with violence to any situation that threatened their survival; however, when these men had difficulty readjusting to civilian life, they were simply exiled to Lunar V. Captain Picard confronts the Angosian Prime Minister, Nayrok, with this information, but the man merely insists that his prisoner be returned. But as Danar is being transferred to via a police shuttle he hijacks the craft and returns to Lunar V and leads an assault on the prison.
