The vessel's second-in-command, Sub-Commander N'Vek, informs her that she will only be able to return to the <I>U.S.S. Enterprise</I> by pretending to be Major Rakal of the Tal Shiar, the Imperial Intelligence section, and must ensure that a mysterious cargo reaches the Kaleb sector. Troi is forced to accept her situation, and instructs the ship s commander, Toreth, to change course for the new destination; Toreth holds the Tal Shiar in contempt, but when her attempts to rattle Troi fail, she grudgingly complies with her new orders. Meanwhile, the <I>U.S.S. Enterprise</I> brings aboard Ensign Stefan DeSeve, a defector to the Romulans who has now risked his life to return to Federation space. Commander Riker immediately places him under arrest for treason pending a court-martial, but DeSeve urgently requests a meeting with Captain Picard, revealing that he has a message from Ambassador Spock: the <I>Enterprise</I> must rendezvous with a Corvallen freighter in the Kaleb sector, and then transport its cargo back to Federation space. On the warbird, N'Vek reveals to Troi that he is part of the Romulan underground; he shows her the secret cargo: held in stasis containers are Vice Proconsul M'Ret of the Imperial Senate and his aides, who intend to defect to the Federation. When N Vek goes on to tell Troi that the real Major Rakal was killed in order for her to take her place, the counsellor determines to continue with her impersonation, aware of the importance of the mission.
