The TARDIS lands near Paris in 1794, at one of the bloodiest times following the French Revolution of 1789. They find a farmhouse, but are attacked by government troops who set the building on fire; Ian, Barbara and Susan are captured and sentenced to death at the Guillotine, while the Doctor is left for dead in the flames. He is rescued by a young boy, and makes his way to Paris on foot. Ian escapes from prison, while Barbara and Susan are rescued en route to their execution by Jules Renan and Jean, two organisers of an escape chain. Reunited with Ian, Barbara and Susan become embroiled in the schemes of an English spy, James Stirling, alias Lemaitre, governor of the Conciergerie prison. Arriving in Paris, the Doctor poses as the Regional Officer of the Provinces. He is brought before the great tyrant Robespierre and has to talk himself out of trouble. Working for Stirling, Ian and Barbara travel to a an inn called The Sinking Ship, to spy on a meeting between Robespierre's deputy, Paul Barrass, and Napoleon Bonaporte, who are plotting the tyrant's downfall. Events soon reach a climax - Robespierre is overthrown and sent to prison, and the four time travellers escape back to the TARDIS.
