The Doctor and Jo visit Strangmoor Prison, site of a demonstration of the Keller Machine, a device that is capable of extracting the negative emotions from the minds of hardened criminals. The Doctor's scepticism of the device's abilities seems valid when Barnham, a prisoner, collapses whilst undergoing the treatment. Meanwhile, UNIT, led by the Brigadier, is in charge of security at a World Peace conference. The conference is plagued by problems - documents go missing, and the Chinese delegate dies in mysterious circumstances. Captain Yates is away on another mission, transporting a banned Thunderbolt missile across the country, in order to be destroyed at another location. The Doctor joins the Brigadier at the peace conference, and they foil an attempt by Captain Chin Lee, the aid of the Chinese delegate, to kill the American delegate. Lee is under the hypnotic control of the Master, a rogue Time Lord, who is otherwise known as Professor Emil Keller. The Keller Machine actually houses an alien mind parasite, and the Master uses the evil mind impulses that are stored within it to incite a riot the prison. He then enlists the aid of the convicts to hijack the Thunderbolt missile, planning to use it to blow up the peace conference, an act that will start World War III. Barnham is now immune to the parasite's effects, and he and the Doctor transport the Keller Machine to a nearby airfield, where the missile is being held. Using the Machine to keep the Master occupied, the Doctor reconnects the missile's auto destruct circuit and, once he is clear, the Brigadier triggers it, destroying the mind parasite. However the Master escapes, running Barnham down in a van in the process.
