'The Blanks' by Steve Roberts

As part of his official campaign, newly-elected city official Simon Peller has decided to arrest all of the city’s ‘Blanks’ – those members of the population who have no computer records. But as the Blanks are steadily arrested and thrown into prison by the police, the remaining members of this invisible society decide to hack in and wreck the city’s entire computer network - thereby disabling all the television broadcasters. With the population facing a life without television, Carter teams up with Bryce and Blank Reg to find a way to save the city…
