'Hair Trigger' by Brian Hayles

Doomwatch’s attention falls on a secure research unit where mental patients suffering from personality disorders are being given temporal lobotomies as a way of improving their conditions. When Anne Tarrant is sent to investigate, she discovers that there are side effects to the process, and that an apparently well-balanced patient can respond violently to a single phrase. This is exactly what happens, and a soon a manhunt for a ‘rehabilitated’ multiple murderer begins…
