London, England: when a visiting Sheikh arrives at a NATO base in Greenwich, he is attacked by a suicidal assailant. This latest in a series of assassination attempts on world leaders prompts Tremayne to suspect the work of a group of fanatics; he substitutes Richard for a trained assassin named Carson, hoping that the extremists will attempt to release him from prison and then recruit him to their cause. The plan works, and Richard is rescued and accepted as ‘Carson’. But then things go wrong when the real Carson appears - and the target of the next assassination attempt is revealed to be Tremayne…
