'Surf's Up! Joker Under!' Story Code '1714' by Charles Hoffman

Holy Hanging Ten! Barbara Gordon celebrates her birthday with her friend, surfing champion Skip Parker; however, a booby-trapped telephone gases Skip into unconsciousness, enabling the Joker and his henchmen, Riptide, Wipeout and Undine to carry him off in the Jokemobile. Barbara alerts her father, Commissioner Gordon, hoping that he will inform Batman and Robin; meanwhile, back at his headquarters, the Clown Prince of Crime uses his Surfing Experience and Ability Transferometer and Vigor Reverser to transfer Skip’s ability into his own mind, turning him into a surfing champion. The Caped Crusader and Boy Wonder track the Joker to his hideout at the Ten Toes Surfboard Shop, but the Homicidal Harlequin and his henchmen manage to overpower them using poisonous sea urchin spines. Then, while the Joker and Undine leave for the surfing championships at Gotham Point, Riptide and Wipeout trap the Dynamic Duo inside foam coffins in order to turn them into human surfboards…
