'The Penguin Declines' Story Code '9733-Part 3' by Stephen Kandel and Stanford Sherman Story by Stephen Kandel

Holy Molluscs! Batman manages to break free of his chains and rescues Robin from the clutches of the attacking giant clam; after freeing Venus, the Dynamic Duo then head off to apprehend the Joker. Meanwhile, the Homicidal Harlequin himself instructs his henchmen, Uranus and Mars, to smuggle the Penguin out of prison in a prison laundry truck. The Joker then adds concentrated strawberry gelatine to the entire Gotham City water supply, representing Aquarius the Water-Bearer, turning it into Jokerjelly, which tastes like strawberry axle grease; he then issues a demand for to the authorities for $10 million to change it back. Elsewhere, an apparently reformed Penguin attempts to persuade Venus into letting Batman allow her to visit the Batcave, so that she can then remove the feathery felon’s criminal record from the Batcomputer. Meanwhile, Batman and Robin fly out to the reservoir in the Batcopter and restore the water supply using an exploding Batarang and the Portable Batlab. Returning to Gotham, Batman agrees to Venus’ request to visit the Batcave, unaware that the Penguin, the Joker and their henchmen are stowed away inside the Batmobile’s trunk as part of a plan to make the Caped Crusader into the goat -Capricorn…
