Holy Equilibrium! The Penguin has tied Batman and Robin onto one side of a giant set of scales, and as the blocks of ice on the opposing side begin to melt, the Dynamic Duo are slowly lowered into a vat of sulphuric acid. But with the aid of his acid-proofed Batcostume, the Caped Crusader leaps into the acid and uses it to dissolve his bonds, allowing him to free his trusty chum. Later, Batman takes part in a televised debate with the Penguin hosted by Walter Klondike, but the show is interrupted with the news that the GOONs have broken into the Gotham City Convention Hall and are making off with a display of priceless gems set up for a forthcoming jeweller's convention. As Batman and Robin race off to stop the crime, the Penguin comes along too; but, the robbery is merely a set-up, and the Penguin easily overpowers the crooks and wins the day, ensuring himself a wide lead in the popularity polls. However, when the final election results begin to come in, it is obvious that most people are voting for Batman; the Penguin is furious, and in a desperate attempt to swing the votes in his favour, he resorts to kidnapping members of the board of election…
