After the two agents meet a birdwatcher, they discover that someone is using  Silent Dust , a deadly fertiliser which kills all animals and vegetation; but the chemical has not been used since its creation, and its inventor is believed to have died after being fired from the project. Steed and Mrs. Peel find out that some rich locals are using the  Silent Dust as part of a scheme to hold the country to ransom.
