Trevelyan, a cipher expert, inexplicably commits suicide at an amusement park. However, a week later, Venus later takes some photographs at the fun fair, only to find that one of the developed pictures shows Trevelyan, still very much alive. Steed soon discovers that the clerk faked his own death so that he would be free to sell secrets to the other side…
