After strange diseases begin breaking out in various parts of Europe, Asia, and then Britain, Steed and Mrs. Gale are called in to investigate a feedstock supplier. They follow the trail to the headquarters of the World Empire Party, and encounter Sir Bruno Lucer, a mad, self-appointed Caesar. Lucer has concocted an insane scheme to poison the world using a new strain of bubonic plague, while he and his associates are safely inoculated with the antidote. While investigating, Mrs. Gale is captured, and Lucer plans to make her the guinea pig for the first inoculation…
