They follow the trail to the headquarters of the World Empire Party, and encounter Sir Bruno Lucer, a mad, self-appointed Caesar. Lucer has concocted an insane scheme to poison the world using a new strain of bubonic plague, while he and his associates are safely inoculated with the antidote.
