It seems that the Victorian murderer known as the Gaslight Ghoul is once again stalking the fog-shrouded streets of London. His latest victims are all part of an important world disarmament committee, and as they are systematically found dead, Steed and Tara attempt to track down the killer. After Steed meets the members of a gentlemen’s club devoted to the appreciation of the Ghoul, he and Tara discover that the murderer is killing the delegates because he himself is against anti-gun laws…
